Quota is counted per account, not per API key, and resets at 00:00 UTC. Repeating a request inside the same forecast cycle is served from cache and costs nothing — so polling does not burn your allowance.
A fishing report costs the base report plus one call per ladder leg you request, plus one for tide. Ladder legs are optional and you choose the distances, so a report's total depends on your request — there is no fixed report cost.

Ladder reports require a paid plan. The free tier includes base reports only.
The free tier is one account per person, with a verified email address. If free-tier abuse appears we tighten the free tier rather than raise paid prices — your price does not move because someone else misbehaved.
